Yes. 2GB is enough too. If you have 2GB of RAM, just don't install ClamAV. Default install: about 1400 MB in RAM (but easily it can grow above 2GB, specially ClamAV can eat from 800 MB up to 1500 MB)

Without ClamAV: 300 to 400 MB in RAM

No need to restart Apache.
Also, changing 'Packages' will not change PHP version on your existent sites.

To change PHP version on your existent sites you need to go to WEB -> EDIT yourdomain -> select PHP-FPM-7x in "Apache template" section.
