fresh install Debian10 and vestacp but all domains go to /var/www/html

Hi,
Fresh install Debian10 and myvestacp on a dell R810 local IP with block of public IPs.
ANY domain added only goes to /var/www/html/
Local IP 192.168.xx.xx -> public IP eth0 sub 255.255.255.0
ALL other public IPs added - subnet 255.255.255.255

MYVESTACP will not work on any public IP to /home/user/web/domain/public_html
I've installed CWP and it works straight out of the box.

What is causing MYVESTACP to not work?

Looks like installer didn't figure out that it should be NAT IP.
Only way I can reproduce it is to give me SSH root, so I can see what is going there.
