can't access webpage

I keep getting this error when I try to access anything I have in my public_html:
403
Forbidden
Unfortunately, you do not have permission to view this
It is a working php site that works on other servers with no issue. I set the same permissions I use on the other server where it works.
Could it be an "owner" issue?
