hello i make fluxbb forum and some users dont get mail activation code any solution ?

Try to find log lines about those sent emails.
Log file is /var/log/exim4/mainlog

Those users also should check SPAM folder.

outlook mails not sending why

I'm not wizard that can see why your Outlook is not working without providing any logs nor error message.
Once again, logs are in /var/log/exim4/mainlog or eventually /var/log/exim4/rejectlog

Please provide time of sending attempt, or find it in this log.

Looks like it is sent, but probably it went to 'spam' folder.

it's almost impossible to make server that will not end up in Office365/Hotmail spam folder.
For GMail it's much easier, just enough number of recepients should mark email as "Not spam".
Probably the same solution is for Office365/Hotmail, but require mass of people to do that.

Do you have correct reverse DNS for that server?
It should be hostname of your server.
